I think the simple reason for that is that the list is used more
frequently by users new to linux/tech mailing lists. I think that's a
good thing, and should be encouraged. If the admins do disallow
attachments and HTML, I hope they also send a message back to the
sender, perhaps a FAQ on best-practices or somesuch.
