Hi Shrikar archak!

For starters, how about OOo Writer!  Just went to File > Wizards > Web
Page and through the resulting Wizard started a web page OOo is ready
to edit!  Fast but not very elaborate.

Bluefish might be a place to start with an editing tool made
specifically for web pages ( http://bluefish.openoffice.nl/index.html
).

Both have some documentation within themselves.

Tutorials on the web are common - you should google "tutorial web site":
