Problem Downloading packages for Ubuntu 6.06

I think it might be related to a bug I have been struggleing with the last two 
days.  I have been using Ubuntu for quite some time and have installed 3 or 4 
of the last releases on the same computer with no problems with anything.  A 
few days ago I received new disks from Ubuntu with release 6.06.  I installed 
it and checked for updates using "update manager".  It said that there were 
some but the update failed.  Attempting to install new individual packages 
fails also with very similar error messages.  Unfortunatly the error messages 
are vague enough so that pinpointing the cause of the problem has proved 
difficult.  It looks as though the connection to the server that has the 
updated packages fails.  I can ping the server, and can go to the exact 
location of the package with my web browser and even down load the package 
with the web browser.  But trying to get the update using "update manager" 
fails, with a vague "connection failed" error.  I tried to download the 
ethereal package so that I could see what was going on and I cannot do that 
either.  The error messages in both cases are very similar.  I am still 
working on this.  More information can be had by going to the forums and 
searching on "update manager".  The thread was opened a couple of days ago.
