Probably because that was the stable release available at the time
Dapper was frozen. Ubuntu policy is not to provide new versions
packages, only bug fixes. We probably need to wait for Edgy to get 3.2

BTW, I've just discovered Eclipse and it is awesome, although a little
daunting. It's going to take me a while to get to grips with it.
