apt-get remove --purge squirrelmail
apt-get install squirrelmail

If squirrelmail was removed but not purged and you manually
removed its conf directory(/etc/squirrelmail) and then
reinstall it, dpkg will assume that you meant to remove it
and won't put conf files in there till after its purged and
installed. Purging removes that 'choice' from dpkg's
database. You can also use --force-confnew but I forget the
actual semantics and purge and install is easier.
