Minor hot-plug (?) glitch with 6.10 (and 6.06.1)

Folks,

I'm running Ubuntu 6.10 on a Toshiba Satellite 1905-303S laptop. When I
reboot or start from a cold shutdown, the computer dosen't see my
outboard USB drive or USB printer -- until I unplug the GE USB router
from the back of the laptop, then plug it back in. Once I do that, the
hotplug function picks these peripherals up, and I'm in business. Is
there any way to turn two steps (start computer; unplug and replug
router) back into one (start computer)? The oddity certainly is no
showstopper, but it would be nice to streamline things a bit...
