This isn't really Ubuntu specific.  It works the same as anywhere:

Use javac.  

Maybe you're asking for a suggestion for a good IDE to use under Ubuntu? 
If so, I suggest you take a look at NetBeans.  I use it all the time under
Ubuntu and I've used it under Windows.  It provides a very nice
development environment.
