Change the Listen parameter in /etc/cups/cups.d/ports.conf:

#/etc/cups/cups.d/ports.conf
#Listen localhost:631
Listen *:631

This allows connections from all hosts. You could restrict to your local
subnet if you like... see the docs for details.
