UK keyboard layout - not international

When I installed Dapper (AMD64), it gave me a US keyboard layout. I selected
the UK international layout in preferences, but this has two problems:

1. It's only for the current user.
2. Many keys have automatic compose functionality. I need to hit keys twice
to get quotes, tilde and carat, otherwise they apply themselves as accents
to the next character.

How do I select a UK layout without having to double-hit keys? Preferably as
a system-wide setting
