The answer to your question is yes and no. Courier will create the 
folders for you. Just send the new user an email and the folders get 
created.

I have some questions.

   1. What SMTP server are you using?
   2. Are you using pop3 or IMAP accounts?
   3. is your DNS configured? ( Domain Name )
   4. Do you have any spam and or virus filters?
