This may help.
Many moons ago, while using MSN (on MS Windows) there was a way to
determine users IP address by sending them a file via an IM session.
I am not sure if they need to accept it or not however when you send a
file through MSN it does not (did not) get routed through a server.
Instead it went directly to the target machine. At this stage you
could run Netstat in batch mode (redirect to file) and then analyse
which IP address/connection you are interested in.
Hope it helps.
Rule of thumb though: Most of those SPAM scams originate from Russia,
China, Philippines, etc. It is pointless to get the law enforcement
involved here - they will not be of much use. I would simply limit IM
traffic on your network, that's all.
