IP Tracing

I believe there are tools on Linux with which one can determine an IP address, 
are there not ...like 'traceroute' or something?  An apparent scammer is 
playing cat and mouse with me and I wish to determine location so I may 
notify law enforcement.  Any suggestions will be deeply appreciated.
