archive (and mirrors) nonresponsive?

I've been seeing this for days:

  dave at pereiro:~$ sudo apt-get update
  Password:
  0% [Waiting for headers] [Waiting for headers]

or

  dave at pereiro:~$ sudo apt-get update
  Get:1 http://security.ubuntu.com dapper-security Release.gpg [191B]
  97% [Waiting for headers] [Waiting for headers]

I've tried several US mirrors.  Is there a problem with the server or
is it something about this hotel's network?  I'm stumped.
