In other words, the kernel decided that /dev/ttyUSB0 and /dev/ttyUSB1
were still busy, and allocated /dev/ttyUSB2 and /dev/ttyUSB3 to your
Palm, this time. (I wonder if next time it'll be /dev/ttyUSB4 and
/dev/ttyUSB5?)

It looks like the Palm got tired of waiting for hotsync and disconnected
in 2 minutes.

It does appear to be that way.

Go to kpilot's settings and change the port from /dev/ttyUSB1 to
/dev/ttyUSB3. (Check the log file, or 'dmesg | tail', when in doubt.)
Maybe file a bug on kpilot not closing the device.
Or you could try entering /dev/pilot there. I think udev might recreate
that symlink every time it sees a new Palm device appearing. Or it
might not; I haven't used my Palm since I bought a Nokia 770.
