No, I don't think that it's a drivers problem. And if you are using
posts that sit on the motherboard, then I don't see why they should be
limited to 100mA.

The only way I can think of to reduce the amount of power that puppy
draws is to connect it via a self-powered USB hub. But that introduces
other problems. Try it if you can, but don't plug anything else into
the hub while the camera is plugged in.
