ssh: automatical login configuration

I have followed http://ubuntuguide.org/wiki/Dapper#SSH_Server for
passphraseless login configuration. "ssh remoteuser at remotehost" asks for
passphrase for local private key.
That is what I did:
1) ssh-keygen -t rsa (on remote and local pcs)
2) scp .ssh/id_rsa.pub remoteuser at remotehost:~/.ssh/authorized_keys
exchanged public keys between both pcs
3) Now trying to login via ssh asks for local passphrase. That is what I
like to avoid.
Any ideas?
