Where is /etc/inittab? (Edgy Beta 1)

For edgy, upstart will indeed be compatible with sysvinit. So it has
evnts for each runlevel, which do what sysvinit used to do. These events
can be found in /etc/event.d/ (where you can also find the
control-alt-delete event)
