The QCad application (in the ubuntu repository) can import (and edit)
DXF files, but then you would have to save every file in DXF from
AutoCad first...

This one is Open Source with a GPLv2 license:

And, depending on your need, lx-viewer may solve the entire set of
requirements you have...
