Audio MP3 and PCM settings..??

Okay, copy some of my mp3 collection copy to my hard drive,
and install a program, called MOC, its great app....
not the current version...for ppc

however I notice when I turn up the volume, past 60% it starts to sound
distorted??? I've check the "Volume Control" and see two setting,
Master Volume, and PCM

Now the Master volume is about 99% to the top.
and the PCM (single level) is about half (50%)

when I go back to MOC and increase the volume level, I notice
the PCM volume level increase? ?odd?

Is this right? (on the mac) oops we have itune volume level,
and master volume level, I would set itunes to full, and master
to 90% that would work just fine.

how can one do the same here...
also, what PCM ???

( please note: I removed rhythembox ) kept on crashing when deleting a 
mp3 file.
