"make"ing a tarball

Hi group,

I tried to install picprog_1.8.1-2_i386.deb and got
this(from the console):

booyah at ubuntu:~$ sudo dpkg -i picprog_1.8.1-2_i386.deb

I went here

http://www.janw.dommel.be/picprog.html 

and followed the directions 

"Include one of the following lines in
/etc/apt/sources.list

deb http://www.janw.dommel.be/picprog/ i386/
deb http://www.janw.dommel.be/picprog/ sparc/

after that you can type :

apt-get update
apt-get install picprog"

but it still wouldn't work
so I downloaded the tarball, unpacked it, cd'd to the
sources and did make dep and it said make not found.

So what does it take to make in ubuntu.
