kbs or kBs?  If one's in bits and one's in Bytes, they're much closer, but I
imagine you'd have checked that :-)

What do you get from:
# lsmod | grep usb

If there's no mention of 'ehci', then it would be running at USB 1 speeds. 
What messages do you get in syslog when you insert the USB connector?

That said, I've seen modems that couldn't do full speed over Linux - my old
satellite modem was much faster in Windows.
