The little notification applet?

It's called "update-notifier" IIRC, but it's not an applet. It uses the
"notification area" applet, as does rhythmbox and probably many other
programs as well.
So make sure that the "notification area" applet is on your panel, and
that the "update-notifier" program is started when gnome starts. It
should be in your session (System->Preferences->Sessions->Current
Session). If it's not.. add it ! ;-)
Or start it by hand, and then save your session when you log out.
