Adding local repository

I understand correctly that you manually downloaded the packages that are in
the official ubuntu repository? In that case, you can simply move the
package to the apt/cache directory. Is that what you meant?
sudo mv *.deb /var/cache/apt/archives/
When you run apt-get or synaptic now, it will note that they are there and
not try to download them again
