A new version of Ubuntu is released (approximately) every six months. At
the time of release, the repositories should in general hold the newest
or at least a very recent version of each package. Other than security
fixes, packages are not updated until the next Ubuntu release. This is
done to ensure stability, to ease support and to avoid the immense
workload associated with maintaining a cutting edge repository.

Do to the "release early, release often" policy amoung Linux
developers, a software package might see three new versions released in
the course of a week. Generally, however, the changes between version is
realtively small. If you have a real need for newer versions, you have
three options:
- Upgrade to a newer Ubuntu release, which is often a less stable
  preview of the next version.

- Find an Ubuntu or Debian package of the software, either on the
project website or from unofficial repositories.

- Download, compile and install the program source.

Of course all of the above are less user friendly than a standard
Ubuntu package installation.
