Which cpufreq modules do you have loaded?  I was having a similar
problem with the performance/userspace governors.  I added the line
"cpufreq_userspace" below the line Joan mentioned and now I've got my
userspace governor back and my cores stopped running at 100% all the
time.  You could probably add all the governors you want there then
reboot and use them via the gnome-applet.



I'm going to look at the ubuntu powernowd script vs. the one that comes
with .97-1 from sid and see what the differences are.  I notice that I
have a powernowd.early script that should be loading modules - but
there's no corresponding DO_MODULES parameter listed in the powernowd
script.
