/etc/adduser.conf ... See the DIR_MODE setting.
Alternately, use "sudo dpkg-reconfigure adduser" and say "no" to
world-readable homes. This will set the DIR_MODE to 751, which is
probably what you want, not 700.
7 for the user. Self explanatory, I suspect.
5 for the user's primary group (which is usually a private group with no
one in it BUT the user, so you can specifically say "I want joe to be
able to read bill's files" with "adduser joe bill")
1 for world (not 0), since you want traversal (but not read) rights
granted to the world so, for instance, the www-data user can traverse
/home/joe to get to /home/joe/public_html/
