What it sounds like is that the OP when using Synaptic is having a
problem, looking very much like he has managed to configure Synaptic to
connect to a proxy at localhost:80. As there is nothing listening on
port 80 on localhost (as per the error), Synaptic should probably be
told not to use the proxy.
Settings -> Preferences, Network Tab, Select 'Direct Connection To
Internet', Apply and Close. Then try to fetch the lists again.
If that fails, checking /etc/apt/apt.conf if it has a line
'Acquire::http::Proxy="http://localhost:80/"' and removing it may be an
idea.
