Menu Tooltips.

I filed a bug about this 3 months ago in Malone, apparently it's a known
bug that upstream (Gnome) is aware about.

But even when (if) this bug gets fixed, there will still be tooltips
popping up all the time in applications.
So what is needed is better control over tooltips system-wide, and make
these controls at easy reach, say for example in the Window Preferences
dialog, it would be at home there.

But I am day dreaming...
