Ubuntu Dial up settings

I meant Winmodems/softmodems, though I realise I didn't make that clear
enough.

I suppose so.  No big difference from where I'm standing though. :-)

Overall though I think there's reason to be extremely unhappy with the
modem situation on Linux based operating systems.  I have the feeling
this is not receiving the urgency it deserves, as most developers and
senior gurus and decision makers currently must have broadband access.  

Sadly, (or realistically) dial-up is still very very common especially
if you don't live in a first world country. Aggravating the problem is
that by far the most common modem hardware in non-first-world countries
is the cheapo-softmodem. You honestly can't find anything else.

With Ubuntu's mission statement in mind, I think dial-up modems should
receive more attention.   Sell & world-ship a cheap softmodem that has
built-in support, if needed.  I'd much rather send 20-40 US$ to
Canonical than US$ 20 to Linuxant.  I guess that isn't realistic, but I
think the overall problem is actually quite serious.
