POP filters not working

I have created a very simple POP filter:  If the sender is not in the address 
book & the 'To' does not equal me, delete off the server.  Sadly, it does not 
work.  When I checked the filter in past, everything was set --i.e., match 
'all' & delete-- but today the 'To' field was empty.

Bug...?  Anyone else...?
