I am not sure about those programs specifically, but generally speaking,
these days network services can, and even prefer, to be run in
standalone mode rather than from inetd. Most likely the package is
configured to operate this way by default when installed, for instance,
by installing a startup script in /etc/init.d. If the package is
configured to run from inetd by default, then it will depend on inetd so
that it will be installed for you when you install the package in
question.
