No, you don't understand. Read what I wrote again. Give the file name 
"foo" how can I find the package that provides that file? This 
information must be provided by the package manager.

Gavin has the answer:

$ dpkg -S /usr/bin/network-admin
gnome-system-tools: /usr/bin/network-admin
