It does look like he was asking how much I'd pay for an answer,
and he also sent the same message to me off-list.  I wasn't
planning on even responding to him, much less offering him
any money...

You are quite correct indeed - there are many folks here that
provide excellent pointers and, when needed, explicit instructions
on how to solve problems without asking for a fee.  To those
folks - many, many thanks.
