Server 5.10 issues

Is this common?
 
I installed apache sudo apt-get install apache
 
The apache install runs then apache fails trying to load.  I run the
install again, apache launches fine.
 
Same thing happened when installing an x server on the box, install
runs but fails on startx.  I rerun the install startx works.
 
So, my question is, am I doing something wrong, am I skipping steps,
taking the lazy Windows route by reinstalling, or is this kind of thing
common?
