Desktop time seems to change

I am running 5.10 with KDE, and using ntp to sync to the ubuntu clock. I see 
the system clock is running UTC which is fine by me, but I am not seeing it 
get updated nor am I seeing my system clock sit stabily. It appears to both 
drift and change suddenly. I use ntp to control the system drift, so that's 
not the biggie to me, it just seems that something is not working right.
