I had some problems with the dict.org server some months ago, and found
that using

test.dict.org

worked fine. At the time , there was some kind of transition going on.

I just tried

dict -h test.dict.org foo

and that "test" server appears to work, still. You might try that. Seems
odd that you are having issues, as

dict foo     and    dict -h dict.org foo

work fine here from the command line. [ O.T. I was amused to see the
length of the entry for "foo" ;-)  ]
