I can seldom get za.archive.ubuntu.com to work either. And when it 
does work, the regular archive.ubuntu.com is always faster by a 
considerable margin.

This might be why:

develop samba # dig za.archive.ubuntu.com

IS have throttled their ftp connections for non-IS customers for ages. 
Maybe they are shaping this one too.

Solution: change the repos in your /etc/apt/sources.list
