update-notifier deletes files in /var/lib/apt/lists/ ?

Hello,

I've sometimes the problem that the repository files in
/var/lib/apt/lists/ got deleted.
Update-notifier tells me that there are new updates. I start synaptic
and first see the errormessages about the missing files (could not stat
...). After a packet information reload I install the updates. Close
synaptic. Start synaptic again. No error message. Fine. But anytime in
the future the files in /var/lib/apt/lists will be deleted.
At least when update-notifier tells me about the next updates.
I'm not sure what is responsible for deleting those files.
It could be related to update-notifier and synaptic. I think it is
related to not available Internet connection and the automatic run of
update-notifier checking for updates.
Is there a way that the files won't be deleted?
