[Dapper] bottlerocket (RocketLauncher) fails after reboot

The failure of RocketLauncher (controls X10 devices) after each reboot
necessitates a re-install, after which it works fine through opening,
closing, and changing of window managers but, when the system is
rebooted, it fails with the message:
Error: /usr/bin/br :error: [No such file or directory] Unable to open
serial port

sudo apt-get remove bottlerocket
followed by 
sudo apt-get install bottlerocket
fixes it once again until the next reboot after which it fails again.
Can anyone suggest a fix?
