If you have configured your network correct (in sense of "internet by 
startup") , the ntp client should synchronise your time with 
ntp.ubuntulinux.org.
But have a look at /etc/default/ntpdate and /etc/init.d/ntpdate too.
Beside that you have send your mail with a simplified chinese locale, is 
that intended?
