That is the reason why a distro that provides the binary cd for free
will go the written offer so they CAN charge something for the source
even if it is just actual cost. 



Whereas a distro that charges for the binary cd should go for the
equivalent access charge instead.



Plus that three year requirement of the written offer thing is a burden
IMO. I am surprised Ubuntu goes this route.
