You do not need RedHat's permission.  Look up the CentOS project.  After
RedHat went berserk with their pricing a few years back, CentOS was
born.  They take RedHat's source rpms, compile them and make an
identical distribution.  They even get RedHat's security update source
rpms and release those.

Nothing in the GPL says you need to ask permission.
