I think it would be more accurate to say that sshd does not prevent root 
logins, but since that's already prevented by the default system 
configuration, it's not an issue.

I agree it's odd.  It would seem to me to make sense to set root login to no 
in the sshd config.  It's definitely something something one should change if 
one changes the default config to allow root logins.
