While I'm not sure if it deals with proxies, look at the network manager 
package.  It detects different networks both wired and wireless on the fly.  
One drawback is that it only deals with DHCP assigned addresses, so if you 
need statically assigned addresses, this probably isn't what you're looking 
for.
