tweaking new dell laptop: "Fn" keys and system beep

found it!  Sound --> System Beep --> Flash

that works pretty well, actually, it's nice to have a little bit of an alert. 
And unlike the xset command, it should persist.

If I switch to xfce4 or something I guess I'll go with the blacklist instead.
