And maybe you _did_ install a firewall and need to open the port. As I
said in my first reply, in this case it depends on the particular
firewall used. 
(Although I would expect your iptables command to have done the trick
too - but I have no idea about iptables's syntax and can't help there.
Also, in your OP example, you only showed how you used the command to
open the UDP port. You did open the TCP port too, right?)
