The exam has been available at Thomson VUE test centers at least in 
the US since the beginning of June. Promteric took a few days longer 
than expected, but it has been live since the 6th.

These are US dates, both vendor's centers in the rest of the world 
should come on line very rapidly. Both have many thousands of test 
centers worldwide and they don't all instantly offer the same new 
exams at the same time.

For anyone wanting to write this exam, keep checking both vendor's 
sites till it show up near you.
