GParted won't resize a FAT32 partition.

You could also try resizing the partition from within the ubuntu
installer (text-mode/alternate, don't know if the LiveCD installer also
has this feature):
When it comes to the partitioning step, just select the partition to be
resized, move the cursor over the "size" field, press enter and give it
a new size. Has worked for me a couple of times already.
