Try this:
On the top bar of your system you see Applications, Places, System. 
Click on System and go to Administration > Synaptic Package Manager. 
When the window comes up, click on Search and type "firestarter" (one 
word). You should see the package there. Select the package and click Apply.

That should do the trick.

Ubuntu comes with a large archive of applications. You can install those 
programs from Synaptic. Most software you want is available there.
