That has already been ruled out earlier in the thread: in 6.06 (Dapper),
the default kernel supports SMP. The linux-686-smp metapackage depends
on the default kernel (which is probably needed so that people upgrading
from 5.10 (Breezy) have the correct kernel installed):

aptitude show linux-686-smp
Package: linux-686-smp
New: yes
State: not installed
Version: 2.6.15.22
Priority: optional
Section: restricted/base
Maintainer: Ubuntu Kernel Team <kernel-team at lists.ubuntu.com>
Uncompressed Size: 53.2k
Depends: linux-image-686, linux-restricted-modules-686
Description: Complete Linux kernel on PPro/Celeron/PII/PIII/PIV SMP.
This package will always depend on the latest complete Linux kernel
available for Pentium Pro/Celeron/Pentium II/Pentium III/Pentium IV with
SMP support. SMP (symmetric multi-processing) is needed if you have
multiple processors.
